Peru
Peru is probably the most regulated microfinance market in Latin America. There are three types of institutions that may take deposits: Banks, Cajas Municipales and Cajas Rurales. Edpymes are non deposit taking institutions. Cajas and Edpymes are mostly limited to specific regions of the country, although some Cajas Municipales try to establish themselves in Lima. There are only three banks (Banco de Credito, MiBanco and Banco del Trabajo) and one Edpyme (Edificar) operating nationally.
It is estimated that there are some 3 million micro entrepreneurs in Peru (Felipe Portocarrero, 2005). By September 2006, 931,000 were attended by the regulated financial system. In cities with much competition, like Arequipa or Tacna clients are shared by different MFI's. Therefore, the net figure of attended micro entrepreneurs is even below 931,000. Some experts say that a micro finance market is saturated when 60% of the micro entrepreneurs have access to financial services. The remaining 40% either do not need or do not qualify for a loan. This means that on a national scale the market can still be doubled.
